There is someone who I'm working with right now that actually had a DOD-SC until some account went into collections without him knowing. They pulled his clearance three weeks ago.
The child-support thing depends on the state. In KS it's a felony which will definitely screw you out of a DOD clearance.
But there is exceptions to every rule...

All my accounts are up to date, and my CP is not even a civil issue yet. Its just a couple G's. Got behind when my ex started a bunch of crap over Child Custody and was about to lose the kids to me. She got me so tangled up in court, the D.A. office dropped me and I had to drop my secutity work in NOLA in order to make all the court hearings. The contracts were dropped after that and I was left with no income for a couple of months. Ive been paying on the back for a couple of years per our district judge and am in good standing.
Its a felony here if you get to a certain point, but usually just a civil matter. If the AG's office gets involved you are looking at a state jail felony. Im in no danger there. Ive just got that on my credit rating now and Im worried that it could knock me out of a clearance. I guess Ill be ok on that one since Im paying it back and keeping it up now. Our income way exeeeds our debt and most of my credit stuff is old, its just taking a while to pay it off, but its happening.
Hate to share so much on a forum, but Im hoping that this info will help someone else that reads this and is in the same boat.

My understanding from talking to guys doing clearances is if you have negatives that is not an automatic denial. They look to see patterns of avoidance and if not, do you have a plan to rectify or enacting said plan now.

Im currently in the box and have been dicussing the same topic with an adjudicator i work with and just like Mattvonb's post, my source said the same thing. It is a matter of the circumstances behind your delinquencies as much as it is what you are doing about them.
