I was in Costa Rica last year in May and spoke with the local firm that handled that event (Avahuer) , the owner had said that the the reporters were full of shit .

Could be they had to acquire in country and that was what they had available.

That would be my guess as well. IIRC some countries do not even allow the use of "military" rounds by civilians: so no 9mm, etc.
